Apr\u00e8s trois heures de d\u00e9lib\u00e9ration, les conseillers ont approuv\u00e9 \u00e0 l&rsquo;unanimit\u00e9 un nouveau cadre strat\u00e9gique con\u00e7u pour faire face \u00e0 ce que beaucoup appellent une <strong>crise infrastructurelle<\/strong> qui se pr\u00e9pare depuis des d\u00e9cennies.<\/p>\n<p>\u00ab\u00a0Nous avons repouss\u00e9 ce probl\u00e8me depuis trop longtemps,\u00a0\u00bb a d\u00e9clar\u00e9 le conseiller du district 9, Gian-Carlo Carra, pendant la r\u00e9union du comit\u00e9. \u00ab\u00a0Il ne s&rsquo;agit pas seulement de r\u00e9parer des nids-de-poule. Nous parlons des syst\u00e8mes fondamentaux qui font fonctionner notre ville.\u00a0\u00bb<\/p>\n<p>Le nouveau cadre, d\u00e9velopp\u00e9 apr\u00e8s des mois de consultation avec l&rsquo;administration municipale, priorise les projets d&rsquo;infrastructure critiques tout en cr\u00e9ant un mod\u00e8le de financement durable. Selon les <a href=\"https:\/\/www.calgary.ca\/documents\" rel=\"nofollow noopener\" target=\"_blank\">documents municipaux<\/a>, le d\u00e9ficit d&rsquo;infrastructure de Calgary a augment\u00e9 d&rsquo;environ 4,3% par an au cours de la derni\u00e8re d\u00e9cennie, d\u00e9passant \u00e0 la fois l&rsquo;inflation et la croissance d\u00e9mographique.<\/p>\n<p>Michael Thompson, directeur g\u00e9n\u00e9ral des Services d&rsquo;Infrastructure, a pr\u00e9sent\u00e9 les chiffres alarmants au comit\u00e9. \u00ab\u00a0<strong>Pr\u00e8s de 23% de nos actifs critiques sont actuellement \u00e9valu\u00e9s en mauvais ou tr\u00e8s mauvais \u00e9tat<\/strong>,\u00a0\u00bb a expliqu\u00e9 Thompson. \u00ab\u00a0Sans intervention, ce chiffre pourrait atteindre 40% d&rsquo;ici 2035.\u00a0\u00bb<\/p>\n<p>Le d\u00e9ficit d&rsquo;infrastructure touche pratiquement tous les aspects des op\u00e9rations municipales. Les syst\u00e8mes d&rsquo;eau et d&rsquo;eaux us\u00e9es repr\u00e9sentent 2,1 milliards de dollars de l&rsquo;arri\u00e9r\u00e9, tandis que l&rsquo;infrastructure de transport \u2013 y compris les routes, les ponts et les installations de transport en commun \u2013 repr\u00e9sente 3,4 milliards suppl\u00e9mentaires. Les b\u00e2timents publics, les parcs et les installations r\u00e9cr\u00e9atives constituent le reste.<\/p>\n<p>Ce qui distingue ce plan des tentatives pr\u00e9c\u00e9dentes est son approche globale de priorisation et de financement. Le cadre \u00e9tablit une hi\u00e9rarchie claire des besoins bas\u00e9e sur la s\u00e9curit\u00e9 publique, l&rsquo;impact \u00e9conomique et les exigences de prestation de services.<\/p>\n<p>Le conseiller du district 7, Terry Wong, a salu\u00e9 cette m\u00e9thodologie. \u00ab\u00a0Pour la premi\u00e8re fois, nous disposons d&rsquo;une approche bas\u00e9e sur les donn\u00e9es qui nous aide \u00e0 prendre des d\u00e9cisions difficiles selon des crit\u00e8res objectifs plut\u00f4t que des consid\u00e9rations politiques.\u00a0\u00bb<\/p>\n<p>Le plan propose \u00e9galement des sources de financement d\u00e9di\u00e9es, incluant une possible <strong>taxe d&rsquo;infrastructure<\/strong> sur l&rsquo;imp\u00f4t foncier \u00e0 partir de 2026. Bien que le pourcentage exact n&rsquo;ait pas \u00e9t\u00e9 finalis\u00e9, l&rsquo;administration a sugg\u00e9r\u00e9 qu&rsquo;une taxe annuelle de 0,5% pourrait g\u00e9n\u00e9rer environ 9 millions de dollars par an sp\u00e9cifiquement pour le renouvellement des infrastructures.<\/p>\n<p>Tout le monde n&rsquo;est pas convaincu que cette approche va assez loin.
